Depending on your goals, there are several solutions available.
Listening only - Your standard AM/FM is required, but I would add shortwave if you really want to know what's going on. A decent antenna is very important.
Talking - CB radio at minimum, but get your Ham license if you really want to be heard. No code anymore, and pretty much anybody can pass the technician class license.
